Hawaii Children's Trust Fund Advisory Committe



On July 11, 2014, the HCTF Coalition held its annual election for Advisory Committee (AC) members.  The AC provides leadership for the coalition, establishes grant making criteria, and promotes statewide planning and strategies for strengthening families.   AC members serve for three year terms and represent the HCTF Coalition. 

We would like to announce the new Advisory Committee (AC) members who were elected at our last Coalition Meeting.  Help us to welcome:

Keith Kuboyama is the Vice-President of Programs and Clinical Services at Family Programs Hawai`i.  He is a Licensed Clinical Social Worker with over twenty years of experience working in foster care and adoption. Prior to working with FPH, he was a social worker with Casey Family Programs for sixteen years.  He has presented at workshops and conferences locally and on the mainland on various topics, primarily in the area of “attachment” and developmental trauma. Keith recently served as the President of ATTACh, (Association for the Treatment and Training in the Attachment of Children) an international organization that recognizes and promotes healthy attachment and its critical importance to human development.  As a part of ATTACh, he has contributed to two recent publications: Therapeutic Parenting – a handbook for parents of children who have disorders of attachment; and the organization’s Professional Practice Manual.
 
Dawn Mahi is the Lei Hīpu'u Coordinator at Kokua Kalihi Valley Comprehensive Services.  At KKV, Dawn seeks to support the children of Kalihi to grow up healthy and strong with beautiful dreams for their future.  She collaborates with community and providers to embrace and promote holistic, inclusive and culturally-based programs and policies centered in family and community wisdom.  Dawn's background is in community development and cultural navigation in the US and Central America.  She has a BA in culture, history and immigration studies from The Evergreen State College. Dawn has served as a member of the AC since 2012.
 
Marty Oliphant is Director of Programs for HUGS (Help, Understanding, & Group Support) and the former Executive Director of the National Association of Social Workers, Hawai‘i Chapter.  Marty currently serves as the Chair for the Advisory Committee to the Hawai‘i Children’s Trust Fund.  He was the Director for the Children’s Justice Center of Oahu for 2 ½ years.  Marty is an adjunct instructor for both University of Hawaii and University of Phoenix.  He worked with Child Welfare Services as an investigator of child abuse and neglect cases for 2 years.   Marty has worked in prevention programs such as Big Brothers Big Sisters (Honolulu & Maui) and YMCA of Honolulu.  Marty actively participates in community capacity building and volunteer service as a way of giving back to the community. 

Paul Tonnessen is the Executive Director for the Friends of the Children's Justice Center ofMaui.  Paul has been involved working with and for non-profits since the 80’s and his passion has and always will be reaching out to those in need. Paul has volunteered for years with the Boston St. Francis Homeless Shelter’s STEP program helping to transition homeless people into housing, recovery programs and employment.  Paul has worked and volunteered to put on major AIDS walks, a half marathon for Police Officers killed in the line of duty in Boston, and a five island bike ride to raise funds of people infected and affected by AIDS with Maui Aids.  Paul believes that all the knowledge and experience that he has gained can only be an asset to the Friends in his new position.  Paul also sits on the Board of Directors for Maui Nonprofit Directors Association, Hawaii Alliance of Nonprofits (HANO) and the Maui Chamber Orchestra. Paul also is a core member of Ho'oikaika Partnershi, HCTF Coalition, and Hanai Coalition. 
 In addition, L. Jani Sheppard, a current AC member was selected as the Chair Elect.
